The Villages GPMACS
and Development Tracking

Two web-enabled applications, including a permit compliance and management system and an interface for a lot sales tracking database, were developed for The Villages.

With nearly 3,000 home starts per year, The Villages in Lake County, Florida, required the use of technology to more efficiently manage certain aspects of their business practices. PBS&J has delivered two web-enabled applications to the The Villages, including the Geographic Permit Management and Compliance System (GPMACS), PBS&J’s web-based permit compliance and management system, and a web-based interface for the lot sales tracking database. These two systems are fully integrated with The Villages’ network infrastructure allowing various levels of system access to view, query, and update data. The user-friendly GPMACS environment is based upon industry standard products and technologies, including Microsoft SQL Server, .NET, and ESRI’s ArcIMS. Users are able to perform simple queries for requirement forecasts and easily update the database through online forms.

 

One of the most unique aspects of these applications is the incorporation of mapping technologies to provide a spatial representation of compliance needs and regulatory constraints as well as lot sale status throughout the entire community. The Villages comprise multiple community development districts and build-out is governed under multiple development orders. In establishing the GPMACS, PBS&J converted all CAD-based development files to industry standard GIS formats and georeferenced these files to available aerial photography, thus allowing users to quickly visualize the proximity of environmental constraints to roadways and parcels as well as perform planning activities related to project build-out. The power of visualization also resulted in the development of a separate web-based system to search and track lot sales using the same base map data, and allow for lot searches based on criteria such as availability, golf view, water view, and tree lot.
