PBS&J was selected by the Federal Emergency Management Agency (FEMA) Region V as an Indefinite Delivery Indefinite Quantity (IDIQ) contractor for the production and management of the Flood Map Modernization Program for the region’s six states. Under this contract, PBS&J is performing all tasks (with the exception of new detailed coastal flooding analysis) listed in the FEMA Mapping Activity Statement.

 

PBS&J is producing countywide end-to-end Digital Flood Insurance Rate Maps (DFIRM) in 14 counties in Indiana, Illinois, Michigan, and Minnesota. Activities include scoping, outreach, field reconnaissance, limited detail hydrology and hydraulics, Zone A hydrology and hydraulics, redelineation, incorporation and review of leverage studies, floodplain mapping, and preliminary and post-preliminary DFIRM production.

 

PBS&J is also performing post-preliminary processing in 20 counties in Indiana and Minnesota. Activities encompass both rural and urban counties and require the processing of Federal Register and appeals paperwork; formatting digital data; preparing negatives; opening and closing due process periods; and preparing Letters of Final Determination, summaries of map actions, and revalidation letters.

 

PBS&J also performed onsite DFIRM development training for state Cooperating Technical Partners (CTP) in Illinois and Wisconsin. These sessions included presentations on DFIRM processing and question and answer sessions.

 

Finally, PBS&J, in cooperation with the state's Department of Natural Resources, is performing Procedure Memo 34 reviews for Illinois counties south of St. Louis. PBS&J is conducting levee outreach, researching available levee data, and developing technical recommendations on how the levee should be shown on final DFIRMs.
