Enterprise Electronic Land Management for the Web

ROW TRACKER, part of PBS&J’s electronic land management suite, is an enterprise, web-based, management tool for tracking, analyzing, and forecasting a broad range of right-of-way project activities. The software also offers geographic information systems (GIS) and document management capabilities to help users “visualize” project data easily and graphically.

Web Accessible
ROW TRACKER uses a standard web browser as its user interface, providing quick and easy access to the system from virtually any computer. Because the system is web based, the software is installed at the server level—ensuring that all users work in a standardized environment.

Single Point of Entry
Logical data structures are used within ROW TRACKER to eliminate redundant data entry tasks as well as the need to use separate spreadsheets for information tracking.

Business Process Capture
ROW TRACKER captures the business processes required to conform to both Federal Highway Administration (FHWA) standards and industry “best practices.” Workflows are developed and managed through the task assignment module. Easy-to-generate production reports and searches allow project management staff to track projects and activities. This makes it possible to identify schedule deviations, bottlenecks, and efficiencies—and to gauge the effectiveness of the schedule overall. As a result, production tasks become more efficient and take less time to complete.

Reporting
ROW TRACKER’s report generation modules allow users to customize and execute more than 30 reports, filtering each on a variety of data fields. Reports can be generated in a variety of formats including PDF, HTML, Excel, and TIF. Representative reports include:

System Administration & Security
ROW TRACKER is fully configurable, and can be tailored to meet your specific needs. Built-in security affords varying levels of access and capabilities to users with different needs—from project-wide to parcel-specific activities.

SYSTEM MODULES

ROW TRACKER comprises five primary modules:

Asset Management & Maintenance
This modules tracks owned properties including excess and surplus properties. Maintenance and disposal activities are also tracked and reported.

System Administration
Using this module, system administrators control user accessibility and master lists which are available system wide. These include: document types, counties, cities, zoning, permit types, and improvement types.

Finance
This module, which makes it possible to manage the finances of multiple projects, tracks contracts, work orders, fees, invoices, and payments. It also makes it possible to compare invoices against work order amounts and project allocations against contract amounts. Consultants and other agencies may be tracked and reported by contract, project, invoices, and payments made.

Permitting
ROW TRACKER’s permitting module allows users to enter and track outgoing agency permits related items such as outdoor advertising space and access rights. Incoming local, state, and federal permits may also be tracked. The permitting module forecasts permit requirements, tracks compliance actions, and facilitates permit scans and reporting.

System Requirements

  • Communications: Internet access, E-Mail triggers, automated delivery of documents.
  • Database Support: Microsoft SQL Server 2000, Reporting Services.
  • GIS Support: ESRI ArcIMS, 9.x, Google (basic mapping).
  • Operating Systems: Microsoft Windows version XP, NT, 2000 or later, Internet Information Services (IIS) 5.0 or greater.
  • Web Clients: Pentium III 500 MHz or better. Minimum 128 MB RAM, 500 MB free disk space. Internet Explorer 5.0 or greater.
