Homeland Security

Protection against acts of terrorism has been a top priority for local communities, state governments, federal agencies, and private industry. PBS&J’s goal is to be our client’s trusted agent for homeland security issues and the source and catalyst for cost-effective solutions. Leveraging our breadth of experience in emergency management planning, hazard modeling, and multidisciplinary engineering, we are able to assist our clients in increasing their level of surety. Our approach consists of three phases: assessment, development of recommended corrective actions, and implementation of those actions.

During the assessment phase, PBS&J works closely with the client, facilitating the identification of critical assets and development of the design basis threat. That threat is then used to assess the client’s vulnerabilities that are then used with various models to assist in determining a reasonable level of risk. With the determination of the acceptable risk, specific, cost-effective actions are defined to reduce or eliminate vulnerabilities or mitigate the impact of the vulnerability. These actions are grouped as policy and procedure, security design, and plant or facility design.

Implementation of the recommended corrective measures is then accomplished through the creation or revision of the family of emergency management plans incorporating multihazard approaches; testing and exercise of the client’s staff; design of a more effective physical protection system and facility modifications with construction management services and acceptance inspections; mitigation planning and monitoring; and emergency response and recovery (debris removal and documentation).
