Army Modular Force (AMF) Program Services at Fort Bliss

The U.S. Army Corps of Engineers (USACE) is using a design-build contract to expedite construction of temporary housing facilities for 2,400 troops and provide the support for a 3,500-person Brigade Combat Team (BCT). As subcontractor, PBS&J has performed preliminary and final site and utility design, and developed construction plans for all roads and utilities associated with the first phase of the AMF program. Design and construction activities cover 230 acres, for 390 barracks, 5 motor pools, 6 battalions, and 30 company headquarters.

 

PBS&J provided preliminary engineering design services for the project under an accelerated eight-month delivery schedule. Services included evaluating project requirement documents outlined by USACE; suggesting value engineering (VE) concepts to reduce design and construction costs; and producing construction documentation encompassing site grading, potable water, wastewater, storm sewer and paving designs in accordance with the site plan.

 

Final engineering design services included incorporating VE concepts into final design and construction plans for site utilities; preparing design plans for the mechanical systems to support the construction and design components; and presenting plans to the reviewing agency and obtaining appropriate approvals.

 

During construction, PBS& is observing construction progress and quality, verifying that work complies with the construction documents; and interpreting and modifying plans.
