The Morgan Creek-Comanche 345-kV transmission line was constructed to provide critical relief for transmission congestion in north Texas through its system of power lines designed to bring electricity from west Texas wind plants to other parts of the state. Serving as the backbone system for east-west power transfer within the state, the 200-mile long transmission line crosses through nine counties and is the longest 345-kV project constructed in Texas in the last 25 years.
PBS&J provided alternative route analysis and environmental assessment services for the project, as well as assisting with public involvement. Completed on a fast-track schedule, the project involved the innovative use of aerial photography and helicopter surveys for endangered bird habitat before ground access was obtained from landowners.
Although the project was built in sections by different companies, PBS&Js public involvement efforts and coordination between local agencies and three major utility companies was successful, resulted in limited landowner and agency opposition, and the successful construction of the critically needed transmission line.
