I-10/I-110 Interchange Modification Study

Modifications to the I-10/I-110 interchange were initially proposed in the Florida Department of Transportations (FDOT) Interstate Master Plan Study: Final Report (September 1995). These modifications addressed the capacity and operational deficiencies of the interchange and accommodated an extension of I-110 to the north of I-10. This extension was known locally as the Escambia Expressway.
PBS&Js base contract included completing the project development and environment (PD&E) study for segments of I-10 and I-110 in Escambia County, including the I-10/I-110 systems interchange. A separate consultant was preparing the IMR for the interchange. However, as a result of changes to the initial interchange concept and the need to closely coordinate the I-10/I-110 IMR with the I-10/I-110 PD&E project, FDOT amended PBS&J's PD&E contract to include completion of the I-10/I-110 IMR. FDOT's key objective was to complete the IMR without impacting the PD&E schedule.
PBS&J reviewed the existing concept information including the proposed interchange concept, operations analysis, and technical documentation. Based on this review, PBS&J completed the remaining operations analysis using CORSIM, a micro-simulation traffic model, and access modification documentation. The assignment required close coordination with FDOT and the FHWA through regular meetings with the District Interchange Review Committee.
