The Texas Turnpike Authority Division (TTA) of the Texas Department of Transportation (TxDOT) is responsible for the preliminary planning of TxDOT toll facilities for the state of Texas. The first turnpike system implemented by this agency is comprised of three turnpike elements including Loop 1 and SH 45, five- and 13-mile tolled segments in the northern, fast growing region of Austin. SH 130 is a 45-mile north-south tolled facility on the east side of Austin. Unlike Loop1 and SH 45, SH 130 will be the first toll facility in Texas to be designed and constructed as a Comprehensive Development Agreement, in which a consortium designs and constructs the facility on a fast-track program. PBS&J was responsible for the development and certification of the Engineer Report for the bond sale of $2.2 billion. The TTA worked closely with all geographic TxDOT Districts in evaluating the feasibility of potential toll roads. PBS&J assisted TTA in developing timelines and preliminary cost estimates, and analyzing the feasibility or shortfalls of projects identified by each District for tolling. PBS&J also provided construction management services on the Loop 1 and SH 45 projects, and quality assurance support services related to the toll systems integration work.
