Celebration is a 10,000-acre master-planned town developed by the Celebration Company near the Walt Disney theme parks in northwest Osceola County. When complete, the community is anticipated to have approximately 12,000 residents on 4,900 acres surrounded by a 4,700 acre protected greenbelt. The town consists of residential homes and apartments, a town center, office park, hospital and schools, open spaces and parks, lakes, and recreational amenities. PBS&J has provided a wide range of consulting services for Celebration since its inception in 1991.
PBS&Js early efforts included the development of the wastewater and potable water strategy and master plan, preparation of mass grading plans, analysis of compensating storage requirements and floodplain encroachments, and cost estimating of alternatives for infrastructure development. Preliminary engineering, final design, and permitting services provided by PBS&J for various phases of the project included the infrastructure for over 700 acres of residential construction, the 20-acre retail area of town center, the Robert Trent Jones 18-hole golf course, two bridges, and more than 10 miles of roadway. PBS&J also assisted with the creation of two Community Development Districts (CDDs), which serve as official government agencies able to levy taxes and procure bonds. Throughout the development of Celebration, project control services provided by PBS&J have helped maintain complex schedules; and track utilities and stormwater permits, zoning, surveys, civil design, and coordination efforts with regulatory agencies such as the South Florida Water Management District, Osceola County, and the Florida Department of Environmental Protection.
