Florida's Turnpike General Engineering Consultant

Florida’s Turnpike Enterprise has experienced tremendous growth since 1998, when it became its own district within the Florida Department of Transportation and PBS&J began its tenure as the general engineering consultant (GEC). Annual revenues have grown from $89 million to over $400 million, as the centerline miles have increased from 320 to 449 and the lane miles from 1,351 to 1,893. Utilizing a combination of electronic, ticket and coin toll collection systems, Florida's Turnpike is a user-financed facility whose toll revenue pays for new construction and maintenance of the entire system. As the GEC, PBS&J has functioned as an extension of the Enterprise's resources by providing qualified technical and professional personnel for a wide range of services needed to operate and maintain Florida’s Turnpike system.

 

In the early 1990s, PBS&J provided transportation planning services for computerized toll collection and developed specifications for a new generation of computerized toll collection and violation enforcement systems for approximately 900 toll lanes and 50 toll plazas. Other toll related initiatives included the conversion of the first multi-mode toll collection system to a full Electronic Toll Collection (ETC) system, increasing the SunPass market base through retail sales of ETC transponders, and obtaining approximately $2.5 billion in bond financing through 13 bond sales. As a testimony to the ongoing, successful approach to managing its program, Florida’s Turnpike Enterprise has received 5 bond rating upgrades, the most recent of which was an upgrade to “AA-“ by Standard and Poor’s Corp. and Moody’s Investors Services.
