As the owner’s representative to Kaufman County, Texas during the construction of the new Kaufman County Law Enforcement Center, PBS&J provided project management services, including a full-time onsite representative to oversee all project phases from preconstruction through final completion. PBS&J also worked closely with the contractor and architect to resolve conflicts, and to evaluate change orders and value engineering proposals.

PBS&J implemented a budget program to assist the county auditor in tracking costs associated with the jail project.  The monthly construction progress reports that PBS&J provided to the county documented project progress, provided digital site photographs, and identified potential issues that could impact either the construction cost or the completion date. PBS&J also provided commissioning services by assisting the owner’s transition team to relocate county employees and inmates from multiple existing facilities to the new law enforcement center.
