Runway 17L-35R Master Plan Update, Master Stormwater Plan, and Benefit-Cost Analysis

The St. Petersburg-Clearwater International Airport (PIE) selected PBS&J to conduct a master plan update, benefit-cost analysis for Runway 17L-35R, and master drainage plan. The airport master plan update focused on passenger growth, air cargo, ground access, and parking issues. PBS&J compiled an inventory of existing conditions, performed an in-depth analysis of the existing facilities including the terminal building and air cargo facilities, and projected demand to identify necessary improvements. The plan identified possible development alternatives, evaluated the potential environmental impacts of each, and resulted in the creation of an airport layout plan (ALP) set, and phasing and financial plans necessary for implementation.

 

PBS&J also performed a benefit-cost analysis was to justify the extension of Runway 17L-35R, enabling the airport to facilitate larger aircraft and gain access to new domestic and international markets. The analysis included an estimation of all benefits including dollar value of cost savings, external impacts, life cycle, research and development, investment, and transition.

 

The master drainage plan developed included the airfield, terminal facilities, fixed based operator (FBO) areas, non-aviation industrial tenant areas, and the golf course. Through data collection, conditions assessment, and field surveys, a stormwater system inventory and National Pollution Discharge Elimination System (NPDES) permitting and pollution prevention plan were developed. Short-term improvements and recommended actions were incorporated into the master plan update.
