Master Plan Update for
St. Petersburg-Clearwater International Airport

The St. Petersburg-Clearwater International Airport is a 2,000-acre, fully certified facility located on the west coast of Florida, which serves nearly one-million passengers annually. PBS&J has provided aviation planning services for the airport including an airport master plan update, a benefit/cost analysis for Runway 17L-35R, and a master drainage plan.

 

The 2002-2022 master plan update focused on passenger growth (domestic and international), air cargo, ground access, and parking issues. Initial tasks consisted of an inventory of existing airside and landside conditions, the development of aviation demand projections to identify necessary improvements, and an in-depth analysis of the terminal building and air cargo facilities.

 

Specific issues addressed included modernizing/expanding terminal facilities including the addition of second-level boarding; solving a near 100-percent airfield capacity problem by adding a parallel general aviation runway (new 17L-35R) and closing Runway 9-27; and consolidating cargo operations into one integrated cargo facility. Landside issues included airport access improvements and integration with pending improvements to Roosevelt and Ulmerton Boulevards; alternative land uses (aviation and non-aviation) for the Airco Golf Course; and planning for the Pinellas County Intermodal Center.

 

The master plan update identified possible development alternatives and evaluated potential environmental impacts of each alternative. PBS&J created an airport layout plan (ALP) set and developed phasing and financial plans necessary for implementation of the necessary improvements. The environmental overview of the selected development concept included a noise analysis to identify any increases in noise exposure from the proposed development over the existing base-year noise levels.
