PBS&J has provided comprehensive consulting services to the Florida Department of Transportation (FDOT) for projects associated with its Fixed Capital Outlay (FCO) building program. These services have included not only programming and budgeting expertise, but also professional services for all phases of various building assignments undertaken by FDOT.
The FCO program has unique work program and budget requirements, in which line item budget approval for each project is required by the Legislature, and PBS&J has provided successful management services for these projects, ensuring that all objectives were met. Conceptual cost estimates and schedules developed by PBS&J have served as the basis for the FCO funding, and PBS&J’s extensive knowledge of programming for governmental building projects, and experience in successfully carrying such projects from concept through construction, has been instrumental in meeting FDOT’s needs.
PBS&J has directly assisted with building projects for the Florida’s Turnpike Enterprise and FDOT District Three, from the preliminary planning stages through conceptual design, including preparation of RFP and design criteria packages for design-build project delivery, provision of contracting and production management support, and final closeout. With the cooperation and guidance of FDOT project managers, PBS&J has developed unique capabilities of complete management services for FCO programs during the recent years of major expansion on Florida's Turnpike when many of the buildings were replaced.
These design-build projects have included the 35,000-square-foot Pompano operations facility, the Florida Highway Patrol Dispatch Facility in West Palm Beach, the four-building complex for the Florida’s Turnpike Headquarters at Turkey Lake, and the Milton Operations Center for District Three. These projects were completed both on schedule and within budget, and several of them were implemented without change orders being necessary.
